Yes, mosques can create disruptive noise pollution by their electronic loud speaker calls to Islamic prayer.
That is not allowed in every municipality. It does depend upon local legislation.
However, I can say that there is nothing in the Quran that requires mosques to use electronic PA systems for their call to prayer. Of course, electricity had not been invented when the Quran was written. All that the Quran requires is for one of the imams to climb up the minaret and to use his voice to call the faithful to prayer.
If they would only do that which is required in the Quran, and not cheat by using electronics and a PA system, then the neighbours may have no complaint.
In Nigeria, Christian churches have responded by putting out PA systems and broadcasting to the entire neighbourhood all their prayers and sermons from the congregation!
To avoid this war of the PA systems, as is carried out in Nigeria, it would be good if a municipality had by-laws to prevent any from disturbing their neighbours with electronics.
