Clearly, all authority is delegated by God and all authority is answerable to God. Authority is limited, delegated and accountable to God. Ministry of Justice The Bible is very clear that God has instituted civil government as “an agent of wrath to bring punishment on the wrong-doer.” Romans 13:4. Civil governments are called to a minister of God’s Justice: “to punish those who do wrong.” 1 Peter 2:14
